Decentralization of social policies debated in the 3rd Symposium on Fiscal Federalism, organized by the IEB

On Thursday 28 October, the will be held in the auditorium at the Parc Científic de Barcelona (PCB, Barcelona Science Park). This symposium will address the decentralization of social policies in response to the challenges of the welfare state. The conference, organized by the Barcelona Institute of Economics ( ), a group at the Universitat de Barcelona and linked to the PCB, aims to identify the main arguments in favour and against the decentralization of social policies and to analyse the experiences of several countries in order to establish guidelines for Spain.

The opening session will be given by the Minister of Economics and Finances of the Autonomous Government of Catalonia, Antoni Castells. Several specialists from the academia and administration will address more specific issues of the decentralization of policies in education, healthcare, social services, housing, the fight against poverty, pensions and employment. The Minister of Health, Marina Geli, will also give a presentation on the challenges of the healthcare system in Catalonia, and Jesús Ruiz-Huerta, the director of the Institute of Fiscal Studies, part of the Ministry of Economics and Finance, will close the conference by summarizing the conclusions and proposals that could be applied to Spain.
